In a career that began in 1982, Randy Green has seen agricultural policy from the inside. His experience spans the House and the Senate, the executive and legislative branches of government, and the private sector. Mr. Green is known as an original and insightful speaker and writer, an innovative legislative strategist, and a hands-on, goal-oriented manager. He has seen service as the chief of staff for the Senate Committee on Agriculture, Nutrition, and Forestry; as a lobbyist for U.S. agriculture and food clients; and as a Deputy Under Secretary of Agriculture.
At McLeod, Watkinson & Miller, which he joined in February 1999, Mr. Green makes available to a variety of the firm's clients his expertise in price and income supports, futures and derivatives law and regulation, agricultural trade policy, animal health issues, food and nutrition law and policies, and legislative procedure and strategy. A frequent speaker at farm and agribusiness seminars and meetings, and a member of the U.S. Department of Agriculture's official trade policy advisory system, he is the senior government relations representative for the firm.
Former Positions Held
Mr. Green's first position in Washington, D.C., was as legislative assistant (and later chief legislative assistant) for agriculture to Rep. Charles W. Stenholm (D-TX). In 1984, he was hired by the American Soybean Association as its manager of government relations, and in 1987, the U.S. wheat industry named him director of its Wheat Export Trade Education Center. In 1989, Mr. Green moved to the staff of the Senate Committee on Agriculture, Nutrition, and Forestry, where he worked on commodity programs and other agricultural issues for Sen. Richard G. Lugar (R-IN), then the ranking minority member of the committee and later its chairman. His service at the committee continued through 1999, with the exception of 1992-93, when he was Deputy Under Secretary of Agriculture for International Affairs and Commodity Programs, helping to oversee three USDA agencies and serving as Acting Under Secretary during the latter part of that period. After his service at USDA and his return to the Committee, he was responsible for trade policy, futures and derivatives issues, and after 1994, for the supervision of the committee's policy staff. Beginning in 1997, Mr. Green was chief of staff for the Senate committee, and in 1999 he joined McLeod, Watkinson & Miller as senior government relations representative.
